Before July 1899 Balfour ill and unable to submit annual report for 1898 which is published together with annual report for 1899. Tylor, writing to Baldwin Spencer on 25 July 1899 records of Balfour: 'I have not heard of Balfour since he sailed for S. Africa to recover from the effects of typhoid & jaundice.
